A Formula One licensed racing game for the PC Engine and the second game in Nichibutsu's F1 Circus series. F1 Circus '91 is a top-down Formula One racing game with a strong simulation element. Players kit out their vehicle, take on various prominent Formula One competitors of the era in races that track the vehicle's damage and fuel.
